EXPRESSION OF INTEREST – Indigenous Employment and Training Service Providers

Kinaway Supporting Sustainable Pathways to Employment Program – this is a program to help First Nations job seekers to increase job readiness and strengthen the skills required for sustainable employment and job satisfaction.

Kinaway Chamber of Commerce is seeking Expressions of Interest from Aboriginal and Torres Strait Islander owned businesses that have the capability to provide pre-employment Training and employment support services to Aboriginal and Torres Strait Islander job seekers. The focus of the program is to support job seekers from the most vulnerable groups of the Indigenous community with support, training, skills, and the qualifications for job readiness. Once the Program participant is job ready and placed in a secured job role, the Mentoring service provider(s) will support the new employee with mentoring support for the first 26 weeks of employment.

Belief, purpose, skills combined with culturally sensitive support is critical to the success of new employees in any job role and Kinaway is committed to improving successful, sustainable employment outcomes for First Nations job seekers throughout Victoria, through the delivery of impactful employment programs.

 

Project Description

Kinaway Chamber of Commerce invites Aboriginal and Torres Strait Islander businesses to express their interest in providing employment and mentoring services to Aboriginal and Torres Strait Islander job seekers, through the Sustainable Pathways to Employment Program. Activities in the program include job related and training activities as well as mentoring support.

The Program will assist disadvantaged and long term unemployed Indigenous job seekers from across Victoria to obtain the skills, qualifications, and support to gain and retain meaningful employment. The Provider is to recruit, support and mentor 52 Indigenous applicants with a focus on recruitment of those who are 45+ older females and/or long-term unemployed job seekers.

 

Program Duration

Program Start Date: commencement of Agreement

Program End Date: 31 December 2022 or earlier termination date

Activities: All activities must be completed by the program end date. The recruitment, training and job readiness of Participants must be completed by 30 June 2022.

What Kinaway are looking for

Kinaway are looking for three areas of service providers and they are as follows:


Training and Pre-Employment Service providers

The Provider must provide suitable training activities for participants to achieve the maximum number of training outcomes for the Program. For each training participant, the training:

  • Must be tailored towards the person’s needs, address any identified barriers to employment for the person and assist them to achieve sustainable employment
  • Must relate to the job in which the person is employed, if the person is a Job Participant; and
  • Must consist of one or more of following types of training:
    • Pre-employment support
    • Industry specific skills training; and
    • Accredited skills training.
  1. The Provider must maintain appropriate records regarding the operation and performance of each training activity, including participant attendance records and records of interactions with all the relevant training entities.

 

  1. A training plan must be developed for each participant and signed by the Participant upon completion of pre-placement support outlining:
    • current education
    • current qualifications
    • training to be undertaken to gain sustainable employment
    • desired training
    • traineeship or apprenticeship training

3. The Provider must ensure the training activities are conducted by an appropriately qualified organisation and presenters and conducted in Australia.

 

Placement Services and wrap around supports

  1. What processes do you have to identify the support needs of the participant and refer to support services through partnerships and connections?
  • A pool of candidates waiting for placement or the ability to go to Market
  • Identify opportunities for community participation

The span of services and supports needed may include but not limited to:

  • Counselling and mentoring support and coordination, supervision and monitoring of student services delivered by other specialist agencies;
  • Housing and accommodation services referral;
  • Drug and alcohol addiction counselling referral;
  • Delivery of capacity building, foundation skills and employability programs that focus on the participants’ capacity to undertake further formal training and boost confidence, motivation and resilience;
  • Careers information, planning and advice

*The provider must ensure the participants are not a part of another TAEG program*

Structured Mentoring Service Providers

  1. The Provider must ensure that the Structured Mentoring Activities are:
  • Provided by appropriately skilled Mentors who are acceptable to each of the Mentoring Participants they are mentoring
  • Relevant to each of the Mentoring Participant’s needs; and
  • Relevant to achieving the Mentoring Outcome and achieving a Job Outcome
  • The Provider must maintain appropriate records regarding the operation and performance of each training activity, including participant attendance records and records of interactions with all the relevant training entities.

 

Selection Criteria for Service Providers:

1. Candidate indemnification/Placement

  • A demonstration of your processes do you have to identify the support needs of the participant and refer to support services through partnerships and connections?
  • Demonstration of capability a pool of candidates or ability to go to market
  • Provide a process to ensure the participants are not a part of another TAEG program

2. Training and Pre-Employment Service providers

  • A demonstration of your capacity to deliver a Pre-Employment Training/job ready training. – Please provide as much detail as possible including; current capacity (staff to provide training) and ability to deliver end to end training. E.g. Online/In-person session, duration, attendance reporting
  • access to and can secure qualified training courses/trainers, presenters to develop and strengthen the skills of job seekers
  • Please provide a copy of a similar program you have delivered previously. (Insert in provided section/s below)

 

3. Structured Mentoring Service Providers

  • A demonstration of your capacity to deliver a Mentoring program. – Please provide as much detail as possible including; current capacity (no. mentors) and ability to deliver an end to end mentoring program. E.g. Online/In-person session, no. visitations, duration, record keeping, collated documentation
  • Please provide a copy of a similar program you have delivered previously. (Insert in provided section/s below)

Please attached any other relevant supporting documentation (such as):

  • A valid Victorian Labour Hire License and any other licenses and/or documentary evidence to demonstrate legal and ethical compliance
  • Demonstrate significant experience in recruitment, training, placement, and support of First Nations Job seekers
  • Established partnerships and a currently working relationship with Employers with a history of recruiting First Nation’s job seekers
  • Experience working with government and government funded projects
  • Evidence of your experience and demonstrate successful outcomes for long term unemployed people

 

Selection Process

  • Employment Services Providers interested in this Program will be required to complete and submit the Expression of Interest (EOI) Application and any required supporting documentation, including the capability statement to the satisfaction of Kinaway and the Supplier Panel by 11:59pm Wednesday February 23, 2022.
  • All EOI applications will be subject to the Program Procurement Process and decisions made by the supplier panel will be final.
  • All applicants will be notified of the outcome of selection process by the beginning March 2022.
  • Once the successful Employment Services Provider has been selected and formally agrees to the terms of the Agreement, all applicants have the right to seek feedback on their submission by putting their request in writing before April 30, 2022.
